發(fā)布時間:2017-08-25 17:02:06第一節(jié) 中央集權(quán)的發(fā)展與經(jīng)濟(jì)體制的更張一,東漢初期緩和社會矛盾的政策西漢末年歷時10年的大規(guī)模農(nóng)民戰(zhàn)爭,沉重打擊了封建統(tǒng)治.由于劉秀是利用起義軍的力量登上皇位的,他懂得要以 柔道 治理天上,面對當(dāng)時生產(chǎn)破壞,人口銳減,社會經(jīng)濟(jì)凋敝的局面,恢復(fù)生產(chǎn),穩(wěn)定社會秩序成為東漢王朝最迫切的問題.所以,在東漢初年,劉秀采取了以下政策.(一)釋放奴婢.奴婢問題曾經(jīng)是西漢后期的一個尖銳的社會問題,王莽改制也企圖解決這個問題,但未能奏效.為了緩和社會矛盾,從公元26年到38年,在統(tǒng)一全國的過程中,劉秀前后公布了6次解放奴婢,3次禁止虐待奴婢的詔令.這一政策的實(shí)行,對穩(wěn)定東漢社會秩序,恢復(fù)發(fā)展社會經(jīng)濟(jì)起了很大作用,也使得東漢-代奴婢問題比西漢有所緩和.(二)度田.所謂度田,就是丈量土地,其中也包括核實(shí)戶口.度田的目的是增加政府租稅和賦役的收入.劉秀在公元39年(建武十五年)下令度田和檢查戶口,要各州,郡清查田地?cái)?shù)量和戶口,年歲,以便國家對土地和勞動力的控制.同時也核查豪強(qiáng)地主的土地人口,以限制豪強(qiáng)大家兼并土地和奴役人口的數(shù)量,使國家賦稅收入增加.度田遭到了豪強(qiáng)地主的反抗,最終以失敗告終.(三)組織軍隊(duì)屯田.劉秀在河北站穩(wěn)腳跟以后,在戰(zhàn)爭間隙,就組織軍隊(duì)屯墾,以保證戰(zhàn)爭的供給,減輕人民的負(fù)擔(dān).屯田的成功使劉秀在建武六年(30年)就宣布恢復(fù) 三十稅一 的舊制. 三十稅一 是西漢的賦稅制度,在王莽掌權(quán)時遭到廢除,劉秀在很短時間之內(nèi)利用軍隊(duì)屯田使國家糧食儲備增加從而恢復(fù)這種比較輕的賦稅制度,不但減輕了人民的負(fù)擔(dān),其政治上的影響也很大.(四)精兵減政.官多害民,自古皆然.東漢初年,由于連年的戰(zhàn)爭和災(zāi)荒使得人口銳減,生產(chǎn)力遭到極大破壞,其戶口情況較之西漢末年不過十之二三,相反當(dāng)時的統(tǒng)治機(jī)構(gòu)卻和過去一樣龐大.為節(jié)省開支,劉秀在公元30年(建武六年)下令裁并郡縣,省減吏員,使 吏職減損,十置其一 ,節(jié)省了國家開支.
